How to Enable Plugins: CAPTCHA - reCAPTCHA
Navigate to your Plugin Manager: Joomla > Extensions > Plugins > Captcha-ReCaptcha.
Select version 2.0 for the reCAPTCHA and enter your SITE KEY and SECRET KEY which you have obtained from Google Recaptcha page. Change the status to Enabled and you're ready to go.
